Web Accessibility

The High Tech Center Training Unit provides training and technical support in the area of web accessibility and the principles of usability. Central to these concepts is providing information to users in a manner that is most useful and flexible to the individual.

There are many resources on web accessibility and how assistive computer technology can enable users to interact with web content. Additional suggestions and ideas are welcome.

Web Accessibility Standards and Guidelines

In accordance with California Government Code - 11135, and in accordance with Chancellor's office Legal Opinion M 03-09 and Legal Opinion M 01-17, the California Community College system follows Section 508 of Rehabilitation Act of 1973 Electronic and Information Technology Accessibility Standards. It is important to note, however, that this is simply the minimum requirement for technical accessibility. Additional strategies and solutions are encouraged to provide for on-line content usable and accessible by all students.

World Wide Web Consortium - Web Accessibility Initiative (WAI)

The Web Accessibility Initiative (WAI) provides guidance and direction regarding how to make web content more accessible. The WAI publishes guidelines on web syntax, authoring tools, and web browers identifying how to make such technologies usable and operable by individuals, regardless of ability.


Web Evaluation and Repair

There are a number of tools available to evaluate and repair web content. Currently, the HTCTU provides training and support for LIFT for Dreamweaver, InFocus, and A-Prompt. With all evaluation and repair tools, however, it is important to recognize that such tools will not assess the functional accessibility (i.e., usability) of web content. It is possible to pass an evaluation check and yet still not have web content usable by those using assistive computer technology. Evaluation and repair tools provide a useful, but not complete, method of insuring web accessibility.

Learning Management Systems and Accessibility

Learning management systems (LMS) are a type of virtual learning environment that provide institutions a platform for managing online and hybrid class activities, course outlines, registration, assessment, etc. A LMS platform may also be referred to as a content managment system (CMS) or Managed Learning Environment (MLE). Regardless of the terminology, a LMS needs to provide an accessible interface such that students with disabilities have the opportunity to participate in classroom activities at an equal level with their non-disabled peers.

There are several considerations that need to be addressed when discussing the "accessibility" of the LMS platform in question. These include:

  • the accessibility of the LMS platform itself
  • the accessibility of content uploaded into the LMS platform, and
  • the ability to create accessible content within the LMS platform

It is also important to recognize that different types of assistive computer technology may provide varying levels of access depending on the LMS platform and needs of the user. The above topics have been addressed in a paper titled Container, Content, and Capability: The Three C's of Accessibility and Distance Education.

This is not a complete list and is intended to provide information regarding where accessibility information is available from these LMS vendors.
