New Members/Departing Members

There are some changes to the members of the Advisory Committee: Janice Emerzian (Region 5) will find a replacement for herself. Karen Andersen is replacing Sherrean Carr as the Representative for Regional Facilitators. Karen is willing to also cover Region 2 until a representative is found.

Review/Approve Minutes from Previous Meeting

The minutes from the September 25, 1998 meeting were approved with the following adjustment: Change DETC on page 4, bottom paragraph to DETAC.

Review/Comment HTC Outputs Study

Carl expressed his gratitude to the 27 campuses, the HTCTU Advisory Committee, and Dr. Rose Asera for their participation in shaping the HTC Program Outputs Study.

A final draft of the study was distributed to the Advisory Committee for a section-by-section review for typos, wording, layout, and substantive matter. There were a few concerns regarding the interpretive aspects of some sentences and paragraphs, but most comments dealt with the emerging roles of the HTCs, including the increasing complexity of the assistive technologies and expanding accessibility on campus. The general consensus was that the Outputs Study should be framed by the High Tech Center's original mission and its response to the changing reality.

There also were concerns regarding the perceived negative flow of content. The AC suggested framing the report from a more positive perspective by placing it in the context of partnerships and collaboration, since everything that's written in terms of initiatives and grants mentions these two key words. Recommendations also included a more clearly defined relationship with K-12 and the Department of Rehabilitation. In the next edit, Rose will give more consideration for how an external audience will view the Study.

Rose and Carl will have the final draft of the Program Outputs Study ready in about a week. The AC will receive an electronic version and will have two weeks to make additional changes. The completed version will go to Catherine who will distribute it to the DSP&S regional coordinators and statewide. Carl will send copies to the 27 campuses. The Outputs Study will be discussed at the Chancellor's Conference in March. It will be posted on the HTCTU website and the Chancellor's Office DSP&S website.

Rose mentioned two major obstacles in doing the student portion of the study: resources and the methodological problem of conceiving a sampling design that actually makes sense of student responses. Catherine encourages HTCs to gather student feedback and to consider where student satisfaction fits into the Program Outputs Study.


Access Guidelines for Distance Education

Carl gave the Advisory Committee an early draft of the Distance Education Accessibility Guidelines. Access guidelines for distance learning was one of the issues for improvement that came out of the OCR report. Since the report, Carl, Laurie, and Catherine have been participating in an interdivisional work group designed to discuss the issues around accessibility and distance education. In the course of 4-5 meetings, the group identified the broad major areas of delivery, including print medium, audio conferencing, video conferencing, video transmission, web delivery, software, laser disc, DVD, and CD-ROM. The group then discussed all of the issues that were associated with these methods of delivery in terms of accessibility, and drafted a set of guidelines.

There are significant implications and cost factors for implementing these guidelines, including a major requirement for education, training, and support. Through the interdivisional effort, some resources have been identified to go through an RFA for training in distance education accessibility issues and to staff a temporary help desk. The Chancellor's Office is also funding four regional centers for the California Virtual University to train those individuals on community college campuses who are designing distance education curriculum. This will be an interim solution for about a year and a half, until such time as the BCP is processed and there is a longer term and more permanent funding solution.

Carl asked that the Advisory Committee not share the Distance Education Accessibility Guidelines draft at this point as it is still in the review process. The next interdivisional meeting is on Monday, February 8, 1999. The group is trying the get the guidelines finalized and out to the colleges where it's desperately needed. The Guidelines will be discussed again at the next HTCTU Advisory Committee meeting.


General HTCTU Update

Core Equipment List

The "core" Assistive Computer Technologies Equipment List from the Chancellor's Office is now complete. Larry Toy and the Chancellor's Office will seek to obtain site licenses or discounts from the list through the Community Colleges Foundation's group purchase programs. Equipment prices on the list do not reflect the discount. The list is voluntary—campuses may choose to purchase from it or not. However, an advantage of buying these "industry standard" technologies is that the HTCTU can support them. It would also help with articulation between DR, K-12, and the California community colleges, regarding technology. There are still a number of things to work out, such as how campuses go about purchasing the technologies, getting technical support, and a time frame to implement the project. Carl will keep the Advisory Committee posted as he hears from Larry.

New Spring Trainings

The HTCTU will offer a new training for the spring quarter: captioning for digital video and audio. Another training dealing with alternative media formats is in the making and may also be ready by spring.

Status of OCR Response

A few years back, OCR conducted a study of the California community colleges to assess where the system was with a variety of issues relating to technology and access to information for students with disabilities. Based on the study, OCR generated a report which directed the California community college system to take steps to improve in nine areas. Laurie gave an update on the response to OCR, indicating where we are in the process of reaching those nine points.

  1. Cost effective approach to purchasing adaptive technology:

    As Carl mentioned, Larry Toy is working towards discounts for equipment purchases.

  2. Adaptive technology training for mainstream faculty:

    The HTCTU will expand its outreach, support, and training efforts regarding access technologies for mainstream faculty in the California community colleges.

  3. Access guidelines for distance learning:

    The Distance Education Accessibility Guidelines Task Force will meet again on Monday, February 8, 1999 to review the draft handed out at this meeting.

  4. Distribution of standard technology, grants and funds:

    There is new grant agreement language which indicates that all grants going out have to include language that deals with accessibility.

  5. Printed materials translated into electronic text or Braille:

     

  6. Central registry of textbooks in alternative formats:

    Carl has a central registry of textbooks in alternative formats on the HTCTU web page.

  7. Library access:

    Librarians, learning center, and other campus lab staff have had their first meeting.

  8. Follow-up to the OCR survey:

    After the initial reports are done, the Chancellor's Office will undertake a follow-up survey.

  9. Annual DSP&S program reviews:

    DSP&S program review teams will include a review of campus access technologies.

The final part of the response to OCR addresses "above and beyond" types of activities that the Chancellor's Office has undertaken to improve our systems of administration.

CVU Training

There will be an RFA to do interim training for the specialists who will be at the four CVUs around the state, plus @ONE trainers, High Tech Center and other community college staff who need to know about access and distance education. The CVU will essentially help faculty create web sites that are accessible to students with disabilities.
